I'm working on this alone, in the evenings, around illustration work and my own games. There's no company behind it, no investors and no paid tier: Pack League is free and stays free, with nothing locked and no ads while you're playing.

What donations pay for

The running costs: the domain, the database and the servers that hold your events, and the card data the scanner matches against. Anything over that buys the time to build the next thing.

Donations only, deliberately. Both Wizards' Fan Content Policy and Scryfall's terms allow them, and neither allows putting features behind payment. Supporters get a thank you and nothing else: no perks, no badges, no unlocked features.
